In this institute you will be introduced to artificial intelligence (AI) and machine learning (ML) and learn about their practical applications in both trade facilitation and trade enforcement. You will examine AI explainability and concerns related to AI and ML deployment. Accessible to learners with or without a technical background, this institute will equip managers or future managers with the knowledge and skills required to be a principled consumer and designer of AI and ML systems. Peter Swartz is co-founder and chief science officer at Altana AI. Altana’s mission is to power a new era of globalization defined by Trusted Networks, which span and connect governments, businesses, and civil society to shape a more resilient, secure, inclusive, and sustainable world. Peter has spoken on global trade, supply chains, and machine learning at the World Trade Organization, the World Customs Organization, the US Court of International Trade, the National Academies of Medicine, and the O’Reilly and Wolfram conferences. He holds a number of patents in machine learning and global trade. Peter completed his undergraduate and graduate education at Yale, MIT, and the Federal Polytechnic of Lausanne (EPFL), with a focus on engineering, statistical methods, and global trade.
Thomas Cantens has joined the IMF’s Fiscal Affairs Department in 2024. He was previously Head of the Research and Policy unit at the World Customs Organization (WCO). Prior to his position at the WCO, he worked in the field of investigations and intelligence in the French customs administration. He served as a resident advisor in three sub-Saharan customs administrations, in Mali, Cameroon and Niger. Thomas is a research associate at the Centre d’études et de recherche sur le développement international de l’Université d’Auvergne (CERDI, France). Initially graduated as an engineer (POLYTECH Montpellier, France), he holds a PhD in social anthropology and ethnology (Ecole des Hautes Etudes en Sciences Sociales, France) and a postgraduate certificate in geospatial analysis (Ecole Nationale des Sciences Géographiques, France). He has published articles, research papers and books on customs reform, quantification, fragility and taxation, and more recently on generative AI.
Claude Beaupre is currently a joint Ph.D. candidate in Political Science at the University of Victoria, Canada, and Contemporary History at the University of Strasbourg, France. She is a BIG Graduate Student Fellow (PhD) and a Research Assistant and Conference Coordinator with the Jean Monnet Network on Post-Truth Politics, Nationalism and the (De-) Legitimation of European Integration. Her current doctoral research is on the influence of media in contemporary Canadian migration discourse. She has previously received Masters from York University in Public and International Affairs and from Sciences Po Strasbourg in History of International Relations. She focused her Master Thesis on the Canadian Media coverage of the Refugee and Migrant Crisis in Europe, 2015-2016. She also holds an honours Bachelor in International Studies from Glendon College, York University.
Rim Khazall is the Senior Strategic Advisor to the Chief Data Officer at the Canadian Border Service Agency (CBSA). Rim started her public servant career at the Public Health Agency of Canada as an analyst, developing the sleep indicator for the Canadian Community Health Survey. She then worked at Statistics Canada as a researcher investigating the feasibility of using artificial intelligence (AI) in survey collection methodology. That work fueled her interest in how AI and automation is developed and implemented in the Government of Canada. This lead to her working at the Treasury Board Secretariat as a Senior Policy Analyst for the Directive on Automated Decision Making and the Algorithmic Impact Assessment tool. This work laid out the foundation for her work at CBSA, where she is now working to advise and support senior management on all things pertaining to the Chief Data Office, including the practical and responsible application of AI and automation at the border.
